that's what we're expecting here in the bay area. it will be cooler but also have a hard time shake that fog near the coastline today. temperatures will be much cooler. and it's drizzly in san francisco now. streets are wet. make sure you have on nice warm clothes. as we go into the day it only makes it up to 61 there. 81 in the tri-valley. lots of sunshine in the north bay with a high of 73 degrees. we'll take a look ahead to the weekend. even check out rio's forecast coming up in a few minutes. mike has an up date on the crash now in concord. >> highway 4, i'll give you the update. right around willow pass road. we'll show you the rest of the bay first, green. that's what we have for the most part. up here highway 4 is not the problem. it is just off -- it is willow pass road just off of the freeway, there is a crash there. the on and off-ramps are not affected there. watch that as you get on surface streets. over here a new crash in the richmond area. chp will arrive and give more information. i'll pass it along. bay bridge, no problems passing i didn't because there's no

backup. smooth flow of traffic. there is a that drizzle kari was talking about. this morning the wait is almost over. the road to rio culminates with an explosive celebration tonight during the olympic opening ceremony. live pictures from rio this morning. for months nbc bay area has been preparing to take you inside all the action and all the local ties to the biggest competitions on the planet. >> nbc bay area anchor jessica aguirre is live with us from rio de janiero with a sneak peek of ceremony that promises to be a party, jess. it is so great to have you this morning. all the build up, all the excitement, all the nerves, a lot of questions about whether rio is ready. >> yes, that is the question. bon dia, sam and laura. this is the olympic park is where i'm standing right now which is the rio de janiero. this is one of four clusters that will be holding the olympic games. and this is in the magic city.

now, tonight this city is getting ready to host one of the biggest spectacles on earth. the opening ceremonies to the olympic games. that's going to be happening in maracana stadium. it's top secret what will happen inside. we know there is going to be at least 300 sambo dancers in scantily clad costumes. the director of the show says it's going to be the sexiest show in history. we also know that its native daughter, brazilian supermodel, ji zell bunchem in it, scantily clad, too, i'm sure. one of the things is the amazon which is, of course, a very big issue here. they're lost going to look at rio's culture and history. now, rio has beautiful landmark which is what it is best known. christ the redeemer is one of them, out stretched arms. a statue that sits above 124

feet in the air. and then seven miles east of that are the steps of selaron. chilean artist made these outside of his house in the difficult lap dated neighborhood. he decided he didn't like the steps so he built a mosaic, 215 steps filled with tiles from around the world. and probably the most famous of all of rio's landmarks are its beaches. 23 beaches, 45 miles of sand where the locals and tourists alike go to frolic under the brazilian sun. >> i love the view. you can see all the beach. it's beautiful. it's really beautiful. and of course the brazilian people is amazing. so you can see people doing sports on all the beaches. so it's beautiful. >> all eyes are now on rio because of this, the olympic games. again, four clusters.

there's going to be four clusters, the baja, the adoro. copacabana and maracana stadium, where the olympic stadium will take place tonight. 70,000 people will pack maracana to see a great, great show, filled with brazilian culture. the director also says don't expect it to be a big speccing ale like beijing that spent over $100 million. this is going to be a paired down because of the economy here. brazil has been under great economic stress. there's been a lot of crime here in brazil. and that's why they're focusing on making it about the laughter and the happiness the brazilian people. now, the big test for them will be tonight when 70,000 people go into maracana stadium because the brazilian government want to make sure security is a top story. how where a recession and limited budget do you ensure the safety of half million people expected to flood the venues over the next 17 days? well, we found out the brazilian government traveled to the bay

ceremony with us and 25 olympians. starts at 7:30. the unity care group holding a summer olympics party with around 450 foster youth, families, and unity care staff. tech company,y hoo is volunteering. the party is happening at the cypress pavilion and lake cunningham park in san jose. a developing story now in the east bay. a gun for some reason left unattended on the platform at the busiest b.a.r.t. station or the largest b.a.r.t. station. now authorities are trying to figure out where it came from. b.a.r.t. worker found that rifle at the macarthur station about 9:00 yesterday morning. it's a . .22 caliber winchester found in a case underneath the bench. investigators are not saying whether the rifle was loaded or not. and so far, the owner has not been identified. police hope someone comes forward to explain why it was there. new details this morning regarding the zika virus in california. nbc bay area has confirmed a a

baby was born in berkeley with zika-related bit defects. sources tell us the baby was born within the last six months. no other details are being provided but we know the baby is one of two babies born in california with zika-related birth defects. health state leaders say the mothers contracted the virus while traveling abroad and noo reports of the virus being locally transmitted. new this morning, two former pittsburg police officers are now suing the police department. it is the latest twist in the department's growing controversy surrounding the crime statistics. the suits claim that the department obscured its violent crime rate, then forced the two officers -- excuse me, fired the two officer fos blowing the whistle. higher ups in the department told officer rs to falsify crime reports by not documenting cases involving the use of force and underreporting the seriousness of some crimes. those lawsuits seek unspecified damages including lost wages.

. happening today, long awaited project to improve flood protection fof thousands of residents along very flood-prone san francisquito creek. >> tonight's kris sanchez is live in east palo alto for details. good morning. >> reporter: good morning to you, laura. good morning, sam. you just showed folks some of that video from 1997. really bad flooding back then. but it doesn't take historic loot flood for all of this to go under water. we've reported here alongside bay her freeway where the san francisquito creek flowed under 101 leading to flooding not only here in east palo alto but also in palo alto and in menlo park. and that is the reason for this improvement project that will be ground breaking today. this is video from our el nino rains this past winter. sandbagging from then, too. this is not only because of the el nino flood that happened this

winter but there's another part of this project and that's because of the rising sea levels due to climate change. right now the san francisquito creek could not withstand a 100-year flood. today's ground breaking is for that project that will protect areas that have been under water before. that includes some 5700 homes and businesses. again, not only in east palo alto but palo alto and menlo park. it is a project of the san francisquito creek joint powers authorities and partner agencies and it's been a long time coming. the ground breaking is at 10:00 this morning. we will have a crew there covering that. but you don't have to live in east palo alto, palo alto, or menlo park to know that the flooding here is pretty bad. if you drive this area, this stretch of 101 on your commute, then you know that when the rains come, you often have to hit the brakes and see a lot of rooster tailing as well. mike can certainly validate that. the ground breaking is touchdown at 10:00. we'll be there. in east palo alto, kris sanchez,

"today in the bay.." >> it will be interesting to see this changes. certainly no heavy rains today but we are seeing a mist out there, kari hall. >> yes, it is misting. and temperatures now in the nifts 50s an 60s. we will have a hard time getting rid of the low clouds. 61 degrees will be your high there. and livermore up to 80 degrees. low 80s for morgan hill. in oakland expect a high of 67 while san jose tops out at 77. these temperatures much cooler than average for this time of year. we'll hold on to that for a couple of more days before it warms up. i'll detail that and a look ahead to the weekend and early next week. heading over to mike now. he has an update on that crash in richmond. >> we showed that off the east shore freeway. all the freeways at the speed limit. that's a good fle of traffic. tri-valley, east bay. no problem. very light on the peninsula as you would imagine. over here, it's eastbound 580 coming off the bridge at regatta. reports of a crash. we may have as many as two lanes

then remember june numbers went completely the other way. 230,000 jobs added. one of these numbers on your screen describes the economy more accurately than the other. the problem is we just don't know which it is. so we're going to settle it in less than 15 minutes with the july numbers. landon dawd si owdy is sitting edge of her seat at cnbc world headquarters. good morning, landon. >> scott, that's right. my favorite friday of the month. waiting for jobs. july jobs report out before the opening bell. and stocks were mixed on thursday ahead of the report. it is expected to show another solid month of hiring. although lower than in june. with unemployment ticking down to 4.8% and wages picking up. the also nearly three points to 1835 183527. the nasdaq is up 6. back over to you. >> one group of people really not feeling enthusiastic about the jobs this morning are workers at milpitas based fire

eye. they're going to layoff 400 of them. fireeye was a super hot security company when it ipo'ed in 2013 but it's got a brand new ceo and he's making cuts. you can expect fireeye stock to stumble this morning. we're expecting around 15%. amazon is showing off its first amazon brand airplane. you can't fly on it but your package can. it will be flying in this weekend's boeing air show in seattle. the maker of the best-selling line of drones dji says it's said a software update out to drones barring them from flying over the olympic events. dji has been doing this for a couple years now, guys. cool geo fencing technology. if you're a drone owner you have to download the latest update which means you're probably a responsible drone owner to begin with which means you wouldn't be flying over the olympic events in rio. but it's still a good idea. >> it's not necessarily they can provide the updates unless you do that. >> they can't force them in, no. >> speaking of drones, by the way, for amazon going to have

drones and now planes as well. >> a whole air force. >> entire unit. thank you very much. >> keep those brown boxes coming. all right. you know misty start to our day across the bay area. kari joins us. mike is joining us. >> on the fly. >> pull you in and push you out. >> flying today shs at least this morning could be kind of tricky because visibility is not great. >> yesterday they had a lot of delays at sfo. we may have the same thing again today because it's so cloudy we've had the mist and drizzle. we will see the same thing as we go into much of the morning. now, as we get a look at what to expect we are going to see those temperatures staying on the cool side today. and a lot more sunshine for the inland areas. as we take a live look outside, we see the low clouds there. and a little bit of a wave to the flag. not much of a wind. our temperatures now, 60 degrees in oakland. 56 degrees in napa. and san francisco starts out the morning at 58 degrees. the winds coming in onshore. we've also had the clouds that

will move them to all of the bay area. pretty much and then retreat back to the coastline later on this evening. and as far as the wind speeds at about 10 to 15 miles an hour, it will be a lot more windy tomorrow. so keep that in mind, especially if you're going to the beach. it is going to be very gusty, cool, and you may only get some peaks of sunshine here and there. much better weather for those inland valleys. so maybe make plans to stay somewhere farther away from the coastline where it will be up to 82 degrees today. 70 in san mateo. ocean beach at 57 degrees today while 79 in fairfield. walnut creek, 77. pleasanton, a high of 81 degrees. making a get away this weekend. maybe to russian river valley it will be in the upper 70s today. and then trending into the mid 80s by the weekend. the end of the weekend. at redwood national park, great weekend for that but it will be cool with highs in the 60s there and as we get a look at shasta-trinity national forest,

upper 80 toss start out but we will have cooler weather as we head into the next couple of days. let's take a quick look at this forecast for rio. it will be warming up there into the upper 80s by the end of the weekend. and then we get start to see showers moving in by early next week. so that will be something to watch. let's head over to mike now. the friday commute is starting to show up. >> it's not saying a lot because friday's commute tends to be a little bit lighter as we often talk about. that's good news for the drivers. green all around the bay on all sides. a little bit of slowing out of the altamont pass as we typically see. no slowing by the time you get to livermore. the bay bridge, the toll plaza, cash waiting on either side of the fastrak lanes. good amount of traffic for a friday at this time. we'll see if they have to turn the metering lights on in ten minutes. this friday is looking lighter. the mist though here and across the golden gate i imagibridge m slick erode ways. the sheen is an issue.

friday morning tense moments in san francisco's dogpatch

neighborhood. firefighters using a rope to pull a dock worker from a confined space on a u.s. naval ship. they tweeted out this video of yesterday's rescue. firefighters had to monitor oxygen levels since the space had no windows or ventilation. they say that worker fell about 15 feet after losing his footing. the worker was eventually pulled to safety, was hurt, but was conscious and breathing. 911 dispatchers are soundingen urgent call for better track for cellphone calls and the ability to respond to emergency texts and videos. >> it's not going to come cheap. dispatchers are now asking california to set aside up to $900 million to upgrade the state's current system. that system went online in 19892. that was before cellphones were publicly available. there was a time, upgrade is needed it could present new problems. >> how do our dispatchers deal with seeing a crime in progress versus hearing it on the phone? it brings up a whole new set of

policies and procedures that we're going to need to deal with. >> if the money is approved the new system is expected to roll out sometime in the next three to four years. right now investigative unit exclusive, lost and stolen guns are a major problem for law enforcement. now unprecedented team investigation involving almost every nbc station in california has uncovered thousands of lost and stolen guns later used to commit crimes. >> the problem impacted larry and ann in sonoma county. their sister 84-year-old olga was shot to death in her home in 2015. the couple suspected in her murder was found to have at least three stolen guns with them when police caught up with them. we found at least 35 other murders and attempted murders where a stolen gun was used across the state. >> wherever i see a stolen gun i see a future robbery, a future homicide, a future assault. >> tonight our investigative

clouds in spots. and under the circumstances 58 degrees. as we go into this afternoon doesn't warm up much. up to 61 degrees. 73 in the north bay. and lower 80s for the tri-valley and south bay. heading over to mike now. you have a crash in san francisco? >> heading into that area, kari. talking about the mist and drizzle. you might find damp roadways. able to see the cameras. i needed to use a windshield wiper on a couple those. smooth on a friday. starting to see more traffic. now starting to to see the slow down at spencer avenue. one of your sausalito exits. we're watching for that slowing. no problem south of there dwards the golden gate bridge but there is the damp roadways. the bay bridge, cash lanes doesn't look like the metering lights are on just yet. we'll track that. back to you. >> thanks so much, mike. two babies have been born in california with zika-related bit defects. it's all according to the state

health department. >> nbc bay area has confirmed one has taken place. bob, good morning. >> reporter: good morning to you, sam and laura. sources tell us that one of those babies was born here at the medical center here in berkeley. this birth taking place within the past six months. the california department of health tells us that there have been two babies born in the state of california with zika-related microcephaly, that's a bit defect that results in babies underdeveloped brains and smaller heads than normal. the department says that in both cases the mothers contracted the virus while traveling abroad, either through a skeet bite or sexual contact with one scarying the zika virus. the department calls this, quote arc sobering reminder for californians, that zika can cause serious harm to a developing fetus, unquote. the department points out there is no evidence that someone has contracted the zika virus from a mosquito bite in california even

though those kinds of mosquitos cape kabable of carrying the vis found in 12 counties, the state. president obama criticized congress for heading off on a seven-week vacation without first funding efforts to fight zika. >> and meanwhile congress is on a summer recess. a lot of folks talk about protecting americans from threat. well, zika is a serious threat to american, especially babies right now. once again i want to urge the american people to call their members of congress and tell them to do their job. >> reporter: the president has requested $1.9 billion to fight the zika virus. congressional republicans agreed to $1.1 billion. but democrats blocked the bill because republicans added other provisions unrelated to fighting zika. reporting live in berkeley, bob redell, "today in the bay." >> bob, thank you very much. we have live pictures right now from rio de janiero.

brazil, the olympic city thrusts into the international spotlight like never before. in recent months controversy has loomed over this city. scrutinized amid questions over pollution, train structure, and security. organizers are hoping to change any negative perceptions tonight during the opening ceremony. >> jessica aguirre broadcasting from rio around the clock. jess, everyone keeping -- not keeping everyone safe can be a tough task. it's very top of mind there. >> reporter: yes. it is -- i'm at the olympic park right now, sam and laura. and it is quiet here right now. the gates have not been open yet. it will be open after tonight after the opening ceremony. i'm at the olympic park. the opening ceremony will take place about maracana stadium. 7,000 people will be inside with thousands more outside watching it on a jumbo-tron. when rio was first awarded the

games the economy in brazil was booming but since then they have fallen into a terrible recession. crime is up. they've had political strife. so the government has promised that in spite of all these things, lit be a safe game. and the way they've done that is by bringing out a force, a strong show of force throughout the streets here in rio. you see more than 85,000 soldiers from the force and police officers. manning all of the venues and also all the streets through rio de janiero. they've also used a multi-prong approach. we're talking about high-tech security scanners, cameras, multi multi-layers. they even traveled to the santa clara to levi stadium during the super bowl so that they could see and assess how to run a mega event. now all that aside, the mayor of rio has promised that no matter what the cost cuts that they've had to go through, to make it happen, it's going to be a safe game. and the first test of that will be this evening when we have the opening ceremony. thousands of people including

the athletes will be there for the opening ceremony. and i have to tell you, they are saying that this opening ceremony is going to be the sexiest you've ever seen. as crews rush to finish last-minute touch-ups and clean-ups around the venues and inside olympic stadium, overnight rehearsals provide a flash of what to expect from tonight's opening ceremony. like every host country brazil is keeping the specifics of the celebration a secret. but officials do say it won't reach the scale of beijing or other ceremonies. instead, we're told it's going to be more personal, sharing the story of brazil. a big part of that story, no doubt, the music, the move, and the flare of the first south american country to host the games. >> and it's top secret. i think it's going to be great. and it's going to be a big sur price. >> reporter: another first here, michael phelps will join in the opening ceremony carrying the flag for team usa. >> this has to be one of the coolest things i've ever done.

>> reporter: and phelps, the world's most decorated olympian, has done some pretty cool things at the summer games. now, phelps will do even cooler things he expects right behind me. that's the aquatic center will phelps will be competing along with a contingent of bay area swimmers from cal and stanford that open to medal and bring home some gold. back to the opening ceremony, all of those athletes will be participating in the parade of athletes tonight in that opening ceremony. and 3 billion people around the world will be watching. a couple secrets about the opening ceremony, gisele bundchen, the supermodel from victoria's secret, brazilian, she's going to play a key role in that tonight. and as for the lighting of the olympic flame, it is not been made public but we understand that potentially the person who could be doing that is world famous brazilian soccer star pele. we're going have to all tune in and watch and see.

safely detain a robbery suspect hold up inside his home on miramar avenue since wednesday afternoon. he allegedly stole a cellphone from someone and refused to come out after police tracked him down. his family says the suspect is mentally unstable. sentence has come down, life in prison, that is the fate for one-time san francisco chinatown gang leader raymond "shrimp boy" chow, he got the hashest sentence. chow lashed out in court say tag he was, quote, wrongly convicted. his crimes ranged from murder and conspiracy to racketeering and money laundering. chow's attorney say he is going to fight for an appeal. it's 5:39. time to check that forecast. maybe a peek at the weekend, too. what do you say, kari? >> looks like a great weekend. much cooler tomorrows. and right now as you head out we have some low clouds and we're in the upper 50s to low 60s. heading into the 80s today for livermore. 79 in fairfield. and oakland up to 67 degrees.

lands festival kicks off today at san francisco's golden ge the highly anticipated outside lands festival kicks off today at san francisco's golden gate park as they're putting together the stages there. it's going to bring in some of the biggest names in music industry. >> "today in the bay's" pete suratos is live with the preview for us and, pete, we're expecting thousands of people which means security is a big concern. >> reporter: yes, you're can expect security to pick up closer to show time which is at about 11:00 a.m. but they're just setting up as we speak right now. but is it a soldout event, outside lands festival starting at 11:00 a.m. we have some of that video we

suratos for "today in the bay." >> a whole lot of excitement about that concert. thank you very much, pete. right now, ending the backlog of sexual assault kits sitting on shelves across the nation. we reported on this problem before and the number of kits untested is still way too high. the district attorney nancy o'malley and congressman mike honda held a news conference in newark yesterday. they're push for more additional funding to get the thousands of untested rape kits processed. there are some 500,000 of them sitting on shelves simply collecting dust in the united states. kbt 1,000 in alameda county alone. authorities say that it's problem that never should have happened in the first place. >> the more we test, the more serial rapists we identify. maybe not by name yet but certainly by their actions. and we just can't let up. >> congressman honda is working to get approval for a $45 million federal grant for kit testing. he's hoping to get that money by

october. the mayor of stockton is behind bars accused of criminal misconduct at the youth camp he runs. authorities yesterday arrested mayor anthony silva at the camp in north county. he's facing several charges involving minors at the camp including playing strip poker with one. the investigation started almost a year ago when agents confiscated silva's cellphone and found an audio recording from the alleged strip poker game. silva is also accused of giving alcohol to minors. attorneys for silva say he will plead not guilty. there was a lot of hype leading up to the july jobs numbers and it is settled. lots of americans are going back to work. >> latest jobs numbers show another quarter million jobs created last month. scott mcgrew, good news. >> very good news. 255,000 jobs shs laura, added in the month of july. that's another huge number backing up the very, very big number we got for june. although that june number was revised downward slightly. unemployment rate, 4.9%. this certainly has a political
